If the applicant was Major when his / her first Passport with incorrect Date of Birth was issued, he / she can correct it, within 5 years of issue of the first Passport. No change of Date of Birth is allowed afterwards. This New Guidelines is based on High Court of Kerala Judgement. (Case No. 9073/2015 dated 23-06-2015)
If the applicant was a Minor when his / her first passport was issued, he / she can correct the Date of Birth, any time when he / she is a minor, or when he / she first time applies for reissue of Passport after becoming Major.
Documents Required
Genuine Birth Certificate issued by the competent authority will be accepted as a proof of age. No other documents are accepted. (Like School Certificates).
Fine
Prescribed fine shall be levied
Application Fee and Penalty will not be reimbursed if the application for correction of Date of Birth in found incomplete, Faulty or Fraudulent.

If a person applied for Date of Birth Change in Passport after 5 Years of issue of First Passport his application will be rejected, and the payment done including the Penalty will not be refunded.
Try to provide the correct date of birth while applying for Passport keeping in mind that once Passport is issued the Date of Birth cannot be changed.
Minors can change the Date of Birth any Time and Majors can only change the Date of Birth within 5 Years of First Issue of Passport.
